Inclusion of
widowed/divorced daughters in the definition of family for payment of family
pension up to 25 years of age or up to the date of their re-marriage or till

Parents who are wholly dependent on the Government servants when he/she
was alive, may be included in the definition of family in cases where the
deceased employee had left behind neither a widow nor a child. Such parents
will be eligible for family pension at the ordinary rate, i.e. 30% of the pay

(vi) |
All the
pre-1.1.1986 pensioners may be brought to the level of 1.1.1986 by notional
fixation of pay of the deceased employee from First Pay Commission to the
subsequent Pay Commissions in the same way as was done for serving employees
and thereafter the rates of a family pension as may be introduced on
implementation of Fifth Pay Commission's recommendations may be applied. Once
the past family pensioners are brought on to the level recommended by the
Fourth Pay Commission, they should be given the same treatment regarding
quantum of fitment weightage as may be given to the serving employees. If the
amount of family pension so fixed falls short of 30% of the minimum pay of
the post held by the deceased employee, as revised by the Fifth Pay
Commission, the family pension would be stepped up to 30% of the minimum pay
of the post held by the deceased. (134.30)

Accepted to the extent that family pension of all
pre-1.1.1996 family pensioners, including pre-1986 family pensioners shall be
consolidated as on 1.1.1996 as recommended but, the consolidated family
pension shall be brought on the level of 30% of the minimum of the pay of the
post held by the deceased, and the same shall not be less than Rs. 1275/-.

(vii) |
Pending revision
of the family pension, immediate relief to the family pensioner should be
provided by authorising the pension disbursing authorities to consolidate the
pension by adding the existing basic family pension, dearness relief as on
1.1.1996, interim relief (I & II) and 20% of basic family pension. The
total family pension is to be stepped up to 30% of the minimum of the pay of
the post held by the deceased employees as revised by the Fifth CPC wherever
consolidated pension falls short of the above percentage. (134.31)

Accepted with the modification that 40% of the basic
family pension shall be added while consolidating family pension as on
1.1.1996 but the family pension consolidated as on 1.1.1996 shall be raised
to 30% of the minimum of the revised pay scale, and the same shall not be
less than Rs. 1275/-.

(viii) |
The ex-gratia of
the existing CPF retirees/family members has been consolidated w.e.f. 1.11.97
on the basis of the recommendations of the Vth CPC. Further all CPF
beneficiaries retired on superannuation between 18.11.60 to 31.12.85 and were
not eligible for ex-gratia have been allowed ex-gratia of the rate of Rs.
600/- per month as per the Pay Commission's recommendations. (137.43)
